Personal Independence Payment Regulations
The government published new regulations on 13 December 2012 on Personal Independence Payments as the culmination of their benefits reform process.
Throughout this process Guide Dogs supported the pan-disability "Hardest Hit" campaign in an effort to minimise the impact on blind and partially sighted people including guide dog owners. As a result of this campaigning work the final criteria have some very significant improvements for blind and partially sighted people.
Regarding the mobility component, RNIB state:
‘The final criteria now includes the need for an orientation aid alongside the need to use a guide dog. This means that anyone who needs to use either a cane or a guide dog (or needs physical guiding) on all journeys will receive enhanced rate mobility. If someone uses one of these forms of support only for "unfamiliar" journeys, they will receive the standard rate.’
